It's a little more complicated than a simple timer.  But for the bad net connection what I'm experimenting with now is how many times per minute the player "pops".  Every time another player jumps erratically it increments a counter, and if it happens 8 or more times in a minute then it tells that player that you think he's got a bad connection.  If all of the other players agree and have the same problem then the offending player is kicked out.  It won't work in a 1 on 1 game since there's no way to know which of the 2 players is the culprit, but in a 3 or 4 player match you can essentially triangulate the culprit by having all of the players agree that they're having a problem with one particular one.

Whe I wouldn't call it teleporting, but I had one today that was invisible, the ammo disappeared right in front of me. So I would have thought the game would know there was a plane there.
I didn't see any chopping or skipping from any of the planes.

Strange, this is the second time I have ran into a plane that seams to be invisible.

The 3.1.1 update should take are of these problems, at least in 3 or 4-way matches.  If all of the other players see that a player is jumping around then it'll kick that player out.
