Space Cowboy?

On Scott Harper's website http://www.toucanstudio.com/, he has apparently worked on a PS2 game called "Space Cowboy" which I have searched for elsewhere and not found in any stores and it features characters from Billy Frontier?! Was it an abandoned game and BF was simply made recycling characters of that game?
